B.  Consumers with Only Big Three Experiences

From Tables I and II and just about everything else, everything and anything should be honky dory, but it is probably a wise thing to buy a vehicle at least as safe as the one it is replacing.

C.  Anti-American Terrorists

The dilemma for this group is that bombing buildings and ships inflicts damages only in the low millions and invites reprisals rather of the same kind. Here we list alternative strategies that may inflict cumulative damages in the very high billions or low trillions of dollars, as these no doubt either have already been conceived or will very shortly be conceived by those so interested.

1.               Public monies spent on attempting to educate the bottom two thirds, or so, of the U.S. population beyond elementary school level are monies completely squandered. This follows from Tables I and II and Table VII. Of course, the same conclusion may be obtained from any number of sources; one is a U.S. government web site that observes that on every international science and mathematics exam broadly administered to high school students, from 1929 to 1998, the United States high school students have scored at or near the bottom end. Hence, the objective here for the anti-American terrorist is to ensure that they keep flowing, in ever larger amounts. To complete the efficacy of this strategy, the anti-American terrorist should seek to identify those U.S. high schools that separate students on the basis of ability and then seek, through a variety of means, to end this separation by ability, with the end objective of destroying any semblance of educational value at the secondary level in the U.S. public school system.

2.               The second objective of the anti-American terrorist is to cut off the supply of products of high reliability and durability to the U.S. consumer. When this is not possible, the objective becomes to ensure that the American consumer pays inflated prices for such products, preferably several times what they should. Key linchpins in this quest are trade protectionist legislation, coercion of Japanese automobile manufacturers to build U.S. factories and use U.S. made auto parts, opposition to free trade agreements, and frequent use of the antidumping statutes. 3.               The third objective is to facilitate the Barshefsky Legacy. See Reliability Tables and Charts, B. The Present Situation, 9. Internationalizing “Made in U.S.A. << Trash”: Defining the Barshefsky Legacy. In particular, the objective is to provide Toyota Motor Corporation with adequate incentives to permit the sale of General Motors and Ford motor vehicles in its dealerships and to devise methods that persuade Japanese consumers to buy them. The ultimate goal is to create such a distain and aversion for U.S. products as to prevent the sale of any product of any U.S. manufacturer in Japan or anywhere else in East Asia.

4.               The fourth objective is to distribute Chart XXIV: An Epitomization of the Quality of U.S. Manufactured Products Vis-à-vis Products Made in East Asia, as Certified by the National Institute of Standards and Technology by Its Award of the MBNQA to CMCC, or any number of similar such graphs, to every foreign corporation and government purchasing office in the world. This is a very golden gift from the U.S. National Institute of Standards and Technology; it may place even the smallest anti-American terrorist organization on equal footing with all of the U.S. military services’ personnel and arsenals.

In pursuing 2., the first step is to identify that legislation which is particularly injurious to the people and/or economy of the United States. The final step is to handsomely reward those members of Congress instrumental in passing it with post-office holding speaking engagements of lucrative stipend. The goal is to establish a clear expectation of reward for injury inflicted, while avoiding the legal consequences of bribery. Any lawyer should be able to apprize an anti-American terrorist of the requisite finesse.

With regard to the antidumping statutes and coercion of foreign automobile manufacturers to build U.S. factories and use U.S. made auto parts, the first step is to identify those personnel of the U.S. Commerce Department who are particularly rabid in finding dumping or coercing foreign automobile manufacturers. The final step is to reward them with post-office holding speaking engagements in proportion to the injury inflicted.

With regard to the antidumping statutes, there has been an interesting development in the fall of 2000. Congress passed and the President signed a bill that awards the antidumping duties to the petitioners alleging dumping. So, both the legislative and the executive branches have decided that those corporations who do not market a quality product at a competitive price should be generously rewarded for doing not. From the perspective of the anti-American terrorist, such a perverse reward must be maintained, as it is an invaluable and particularly destructive tool for inducing more dumping petitions and corrupting the entire system. With it, the harm inflicted to the U.S. economy from the antidumping statutes may be brought well into the tens of billions of dollars.

However, there is a threat that this legislation may be repealed. The anti-American terrorist should act decisively to prevent this repeal, possibly by generously rewarding members of Congress who voted for it but failed to be re-elected.
